To place one image behind another in Adobe Illustrator, you need to adjust their stacking order. Here's how:

Place Your Images: First, import the images you want to work with. Go to File > Place and select your image files. Place them on your artboard.

Select the Image You Want to Move to the Back: Use the Selection Tool (V) to click on the image you intend to send behind the other.

Using the Object Menu: Go to Object > Arrange > Send to Back (to send it all the way to the back) or Object > Arrange > Send Backward (to send it back one layer).
