To change a rectangle to a rounded rectangle in Photoshop, use the Rectangle Tool and adjust the corner radius.
Here's how:

Select the Rectangle Tool: In the Tools panel, select the Rectangle Tool (it may be hidden behind other shape tools like the Ellipse Tool; click and hold to reveal them).

Draw a Rectangle: Click and drag on your canvas to create a rectangle.

Adjust Corner Radius (Roundness):
- Properties Panel: With the rectangle selected, look for the Properties panel (Window > Properties if it's not visible). In the Properties panel, you'll find the "Corner Radius" settings. You can adjust the radius of all four corners simultaneously by entering a value in the main Radius field. To adjust each corner individually, click the chain icon to unlink them, then enter different values for each corner.
- On-Canvas Controls: You can also visually adjust the corner radius by clicking and dragging the small circles (corner widgets) that appear on each corner of the rectangle when it's selected.
