To add the Effects panel in Adobe Premiere Pro, you'll need to access it through the "Window" menu. Here's how:

  1. Go to the Window Menu: In the top menu bar of Premiere Pro, click on "Window".
  2. Select Workspaces: From the dropdown menu, hover over "Workspaces."
  3. Choose Effects: Select "Effects" from the submenu. This will open the Effects workspace, which contains the Effects panel.

Alternatively, if you simply need to open the Effects panel without changing your entire workspace:
