While "BF" (boyfriend) status might fluctuate during the series, Shizuka consistently demonstrates feelings for Nobita. Throughout countless episodes, their connection is evident. Although she has other male friends, her eventual marriage to Nobita, and their future son Nobisuke, solidify him as her life partner. Therefore, while she may not officially have a "boyfriend" in the traditional sense throughout the series, Nobita is the one she chooses to be with in the future.
