For fiber internet to work in a complex, two key conditions must be met: the complex must be in a live fiber area, and the Fiber Network Operator (FNO) must have established a connection to the building.
The Process of Getting Fiber to a Complex

Fiber Availability: The first step is determining if the complex is within a serviceable area for fiber optic internet. This means a Fiber Network Operator (FNO) has infrastructure in the general vicinity.

FNO Permission and Installation: The FNO needs permission from the landowners (e.g., the body corporate or property management) to install fiber optic cables within the complex. This often involves agreements regarding access, installation routes, and maintenance responsibilities.

Internal Cabling: Once permission is granted, the FNO installs the necessary cabling throughout the building. This typically involves running fiber cables to a central distribution point and then individual units or apartments.

Activation and Connection: Finally, individual residents can subscribe to fiber internet services through an Internet Service Provider (ISP) that utilizes the FNO's network. The ISP then activates the connection to the resident's unit.
In essence, a Fiber Network Operator will need to have physically linked the building to their fiber network, which they can only do with the permission of the building owner.
