To change your Google Cloud SQL instance's backup time, follow these steps:

Go to the Cloud SQL Instances page in the Google Cloud console.

Click the instance name to open its Overview page.

In the SQL navigation menu, select Backups.

Next to Settings, click Edit.

Choose a preferred window of time for your data to be automatically backed up.

Click Save.
