Do green algae have apical growth?

Some green algae have apical growth, but not all.

While many green algae exhibit other forms of growth, apical growth, which is growth concentrated at the tip of a filament, is found in specific groups within the streptophyte algae, a subgroup of green algae. More specifically, the Coleochaetales and Charales, both filamentous algae within the streptophytes, exhibit apical growth. Other conjugating green algae can be filamentous or unicellular, but this reference only explicitly names Coleochaetales and Charales.
