There are several ways to turn on (make visible) multiple layers in Photoshop:

Clicking the Eye Icon: The simplest method is to click the eye icon next to each layer you want to turn on in the Layers panel. This toggles the visibility of individual layers.

Click and Drag: You can click and drag the eye icon up or down the Layers panel. This will turn on/off multiple layers in a sequence very quickly. For example, click and drag down to turn on several layers in a row.
In essence, Photoshop uses the "eye" icon next to each layer as a visibility toggle. By clicking or clicking and dragging, you manipulate these toggles to show the desired layers.
