Resizing an object in Photoshop is primarily done using the Free Transform tool.
Getting Started with Free Transform
To resize an object, such as a layer containing an image, text, or shape, you first need to activate the Free Transform command.

Finishing the Transformation
Once you are satisfied with the size of your object:

To cancel the transformation, press Esc
