Most girls begin to develop pubic hair between the ages of 8 and 13. It's a natural part of puberty, which is the time when a girl's body undergoes changes to prepare her for adulthood. The first sign of puberty is usually the start of breast development, and shortly after, pubic and underarm hair begin to grow. While most girls start getting pubic hair between 8 and 13, it's completely normal for it to begin as early as 8 or as late as 13.
