You can create a custom view scale in Revit through the View Control Bar. Here's how:

On the View Control Bar (usually located at the bottom of the Revit window), click the currently displayed view scale. This will open a dropdown menu of preset scales.

In the dropdown menu, select "Custom...". This will open the "Custom Scale" dialog box.

In the "Custom Scale" dialog box, under the "Ratio" section, enter your desired ratio. The ratio represents the relationship between the printed size and the model size. For example, a ratio of "1:100" means that one unit on the printed drawing represents 100 units in the Revit model.

(Optional) If you want to give your custom scale a more descriptive name, select the "Display Name" checkbox and enter your desired name in the text box. This name will appear in the view scale dropdown menu for easy selection later.

Click "OK" to save your custom view scale.
Your custom view scale is now applied to the current view and will be available in the view scale dropdown menu for other views as well.
Example:
Let's say you want to create a custom scale of 1/8" = 1'-0". In the "Ratio" section, you would enter "1/96" (since 1/8 inch equals 1/96 of a foot). You might then enter "1/8" = 1'-0"" in the "Display Name" field to easily identify this custom scale in the future.
